"I was cooking dinner..." could be the beginning of the answer to many questions, such as:
What were you doing in the kitchen?
What were you doing last Thursday at 6pm?
When did you come up with that great idea?
etc.
You wouldn't expect to hear "I was cooking dinner..." as the beginning of the answer ...
